"Regulation on Measurement and Evaluation” (the “Regulation”) has been published in the Offical Gazette dated 9 September 2023 and numbered 32304 by the Ministry of National Education (the “MoNE”).
The relevant Regulation outlines the principles and fundamentals related to measurement and evaluation, followed by provisions regarding the intervals of examinations. It is stipulated that, except for practical exams, the primary form of examination will be a common exam for courses taught in more than one branch, with exceptions specified.
Based on the Regulation, the examinations for Turkish and foreign language courses will be conducted in both written and practical formats to assess listening, speaking, reading, and writing skills. Additionally, for students in preschool and grades 1, 2, 3, and 4, the monitoring of student development will be carried out by teachers, and written or practical exams will not be administered.
This Regulation establishes the organization of common written exams at the provincial, district, and school levels, with all exams held at schools being in written format. The aim is to achieve uniformity in the curriculum through the exams conducted based on specific exam week intervals and topic/question distribution tables. The Regulation addresses the need for analysis at the branch and classroom levels through common exams, ensuring feedback.
In order to carry out measurement and evaluation activities and national and international monitoring practices at the provincial level, MoNE has defined the scope of authority and responsibilities by establishing Measurement and Evaluation Center Directorates through this Regulation
