Announcement Regarding Regulations on Preschool and Primary Education Institutions

“Regulation on Amendments to the Ministry of National Education Preschool and Primary Education Institutions Regulation" (the “Regulation”) has been published in the Official Gazette dated 14 October 2023 and numbered 32339 by the Ministry of National Education (the “MoNE”).

 

Aforementioned Regulation allows for the collection of contributions to support the basic  needs and education of children in preschool  educational institutions,  starting from the 2023-2024 academic year, while exempting  earthquake-affected  provinces. In addition, the principles regarding the contribution to be collected are explained in detail.

 

In order to prevent the misuse of technology and information technology tools, the Regulation stipulates that school principals shall take measures regarding the possession and use of mobile phones, cameras, video and audio recording devices in schools and their annexes. It is also stated that in the Regulation that the sanctions may be imposed for behaviours contrary to these measures.

 

The exemption of teachers who have given birth from being on duty after giving birth has been increased from 1 year to 2 years.

 

This Regulation also stipulates that one of the breaks in schools should be a minimum of 20 minutes, with the others ranging from 10 to 15 minutes.

 

The MoNE has introduced a provision in this Regulation requiring that parents be notified by mail, email, or message if a student who attended one class fails to attend one or more subsequent classes without a valid excuse, or if their absences reach the 5th, 10th, or 15th day.

 

The Regulation has amended the passing grade, which was previously 45, to 70 for the Turkish language course and 50 for other courses.

 

The Regulation imposes responsibilities on seasonal agricultural laborers and nomadic/semi-nomadic families to inform the  schools  of  their    children  about    their circumstances and their intended destinations, and to ensure the children's enrollment in schools at their new locations.

 

Additionally, the Regulation directs children who are beyond the compulsory primary education age to receive follow-up and support for their education and literacy levels through adult education centers.

 

In addition, in order to protect the personal data of students within the framework of the Law on the Protection of Personal Data numbered 6698, it is prohibited to share their photos, images and voices on social media without permission, and it is required to obtain written permission from the student under the supervision of the guidance teacher and parents.
